Li-ion cells self-discharge at roughly 2–3% per month at room temperature — faster in an unheated garage. After several months of storage, the pack can drop below the charger's minimum acceptance voltage, causing the charger to flag a fault rather than begin charging. If this happens, check the pack terminal voltage with a multimeter. A reading above 18V generally means the charger's trickle-charge mode can recover the pack; below that, the cells may be too far discharged to recover safely.
