Apple's charge IC runs a negotiation handshake with the battery management circuit on the first accepted charge cycle. If the iPad mini 5 shows only slow charging after a swap, the handshake has not yet completed. Plug into the original Apple USB-C power adapter — third-party adapters can stall the USB-PD negotiation. Allow one complete charge from below 10% to 100% without interruption; the charge IC logs the session and fast charge resumes on subsequent cycles.
