Below that point the controller sees the cell as a fault condition and refuses to start charging. Connecting a USB cable produces no response: no LED, no charge current. Most chargers that support a trickle pre-charge mode will recover the cell — apply a 50mA trickle until the cell climbs back above 3.0V, then resume normal charging.
