Li-ion cells self-discharge during storage. If the cell voltage drops below approximately 3.0V, the pump's BMS enters a protection state and blocks power delivery entirely — the pump shows no response and no charging indicator. Connect the pump to mains power and leave it undisturbed for at least 30 minutes. The charge IC applies a low-current pre-charge to recover the cell above the BMS recovery threshold, after which normal charging and startup resume.
