Dell's BIOS reads health data stored in the battery's EEPROM. When a new cell ships, that EEPROM contains factory defaults that don't match the host system's learned charge history. Running one full discharge-to-hibernate followed by an uninterrupted charge to 100% forces the BIOS learn cycle to rewrite against the new cell's actual data. After two to three cycles, the health status in Dell Power Manager corrects itself.
