This is a voltage cliff issue, not a cell fault. The XPS 11 runs a combined CPU and display load that draws enough current to cause cell voltage to sag below the BMS cutoff threshold before the fuel gauge reaches zero. The gauge IC still thinks 25% charge remains, but the cell can no longer sustain the voltage the platform needs. The Wh value the BIOS reports comes from EEPROM data embedded in the battery's controller — it reflects what was written at manufacture, not a live measurement. No fix is needed, but running the battery learn cycle will update the fuel gauge's working model and typically brings the reported figure closer to the physical capacity.
