The Dynascan 2B reads battery level using voltage-threshold steps — each bar corresponds to a voltage band, not a fuel gauge percentage. A new pack at storage voltage sits in the lower threshold band and displays one or two bars even though the cell is not depleted. This is a voltage-state reading, not a defect. Charge the pack fully in the dock and the indicator will advance to the expected level once cell voltage reaches the top threshold.
