A freshly installed cell that hasn't completed its first full charge cycle is more prone to this — voltage sag is wider on a partially charged Li-Polymer cell. U3B not powering on after sitting unused for several weeks

Li-Polymer cells self-discharge over time, and a hotspot left in a drawer can drop below the minimum boot voltage the U3B needs to initialise its firmware. When the cell falls below roughly 3.0V, the BMS locks output entirely as a safeguard against deep-discharge damage. Plug the U3B into its charger and leave it connected for at least 30 minutes before attempting to power on — the charger applies a trickle current that brings the cell back above the BMS unlock threshold. If the charge LED doesn't activate within five minutes of plugging in, check the cable and adapter before assuming the battery is faulty.
