Li-SOCl2 cells ship with a passivation layer on the anode that forms during storage. The panel interprets this low reading as a weak or failing cell — even when the cell is new. The passivation layer breaks down during the first 24 to 48 hours on float charge. Once it clears, the open-circuit voltage climbs back to the expected range and the panel fault clears on its own.

If the new cell has not completed its float-charge conditioning period, it cannot sustain the panel's memory-hold current during a real mains failure.
