USB-PD fast charge not activating on the first cycle after replacement

After fitting a new HB506492EFW cell, the charge IC sometimes defaults to standard 5V charging on the first cycle rather than negotiating the higher USB-PD voltage. This happens because the BMS on a fresh cell starts in a conservative mode until it registers one complete charge event.
