This happens when the fuel gauge IC is still calibrated to the old, degraded cell. The reported percentage does not match actual cell voltage, so the protection circuit triggers a cutoff at what looks like 20% but is already near the cell's minimum safe voltage. The HP Slate 10 Plus negotiates charge rate during the first accepted charge cycle after a battery change. Until that negotiation completes, the charge IC defaults to a lower input current as a precaution. This is not a fault with the replacement cell. Connect the original HP charger and allow one full charge to complete without interrupting — subsequent sessions will accept the higher charge rate once the handshake is established.
