Lithium-ion cells self-discharge during storage. The device simply will not initialise below that floor. Connect the charger and leave it undisturbed for a minimum of two hours before attempting to power on. If the charge LED does not respond within 30 minutes, check that charger output voltage is reading at least 16.8V at the connector.
