MiFi Liberate not powering on after sitting unused for weeks

Li-ion cells self-discharge during storage, and the MiFi Liberate will not boot if cell voltage has dropped below approximately 3.0V — the minimum the firmware requires to initialise. The BMS may also lock the cell into a protective low-voltage state that blocks normal charge input. Connect the hotspot to a wall charger rather than a USB port, which delivers consistent current. Leave it on charge for at least 30 minutes before attempting to power on — this allows the charger to push a recovery charge through the BMS and bring the cell back above boot threshold.
