This is a voltage-cliff failure, not a capacity problem. When the modem transmits or the screen runs at full brightness, current draw spikes sharply. One full discharge-charge cycle on standard current — not VOOC — lets the coulomb counter build an accurate map of the new cell's voltage-versus-capacity curve. VOOC fast charge not accepted on the first cycle after replacement

Oppo's VOOC protocol requires the charge IC and BMS to negotiate before elevated current is allowed. On a freshly installed cell, the BMS may reject that handshake on the first cycle because its internal state registers are not yet populated with valid charge history. Plug the phone into a standard 5V/2A charger — not the VOOC adapter — and complete a full charge to 100%. On the next charge session, connect the VOOC adapter and the handshake will complete normally, restoring fast charge.
