This happens when the fuel gauge IC's stored capacity model no longer matches the real cell — the gauge counts down to what it thinks is 20%, but the actual cell voltage has already hit the cutoff cliff. After those cycles the fuel gauge re-anchors its empty and full voltage references to the new cell, and the shutdowns stop.
