The BMS may have locked out charging at a deep-discharge floor, leaving the cell at a lower actual voltage than the indicator suggests. Check cell voltage directly at the pack terminals: a healthy fully charged cell should read between 4.1V and 4.2V. If it reads below 3.9V after a full charge cycle, the cell has degraded past recovery and needs replacement.
